External evaluation of university colleges of teacher education

According to the University Evaluation Ordinance (HEV) the public university colleges of teacher education in Austria have to undergo an external institutional evaluation. Also private university colleges of teacher education decided to carry out the external evaluation, although not obliged by law.

The aim of the evaluation was to ensure the quality of the activities of the university colleges of teacher education. What constitutes ‘activities’ is defined in the Higher Education Act, according to which the institution "has to both educate and train persons in teaching professions and according to the need in educational occupational fields and to advise educational institutions, especially schools, in their quality development. In all educational occupational fields, research must be conducted in order to obtain scientific knowledge for the further development of teaching."(§8 clause 1 Higher Education Act 2005)

According to § 7 clause 2 HEV, the external evaluation has to provide information on the following aspects:

  1. the achievement of the objectives defined by the university college of teacher education in accordance with the performance agreement;
  2. The quality of the quality management system and the evaluation measures;
  3. The appropriateness and efficiency of the planning and organizational structures;
  4. The appropriateness and efficiency of the administration;
  5. The performance of the university college of teacher education in international comparison.

AQ Austria conducted the external evaluation at the following university college of teacher education:

AQ Austria organized the evaluation in the form of peer reviews, each with three or four Austrian and international experts. The institutions produced a self-evaluation report according the five evaluation aspects foreseen in HEV. During a site visit, the experts conducted interviews with representatives of the respective institution and subsequently wrote a report in which they provided information about the strengths, weaknesses and potentials for development of the respective university.


The evaluation is not linked to a certification or accreditation decision. However, based on the results of the external evaluation, the rectorates of the institutions must draw up any measures to be taken if necessary, which must be taken up in the following performance agreement.
