Notification of foreign degree programmes

On the basis of section 27 of the Act on Quality Assurance in Higher Education (HS-QSG), foreign educational institutions may offer degree programmes in Austria if they have been recognised as post-secondary in their country of origin or country of domicile in the meaning of section 51 paragraph 2 subparagraph 1 UG and are comparable to Austrian degree programmes and academic degrees. Following the successful completion of the notification procedure, the educational institution and its degree programmes are listed in the directory pursuant to section 27 paragraph 6 HS-QSG. If the notification procedure has been approved, the educational institutions may start the operation of the degree programmes in Austria.

 

Before the start of the operation of the degree programmes, educational institutions from member states of the European Union (EU) and states of the European Economic Area (EEA) must submit the documents mentioned in section 27a paragraph 1 subparagraphs 1 to 5 HS-QSG. Educational institutions from third countries must undergo an external evaluation pursuant to section 27b paragraph 2 HS-QSG and submit the documents mentioned in section 27b paragraph 1 subparagraphs 1 to 4 HS-QSG. Following the successful completion of the notification procedure, the educational institution and its degree programmes are listed in the directory pursuant to section 27 paragraph 6 HS-QSG.

 

With the notification decision of the foreign degree programmes and their listing in the directory, no equivalence with Austrian degree programmes and corresponding Austrian academic degrees is connected. The degree programmes and academic degrees are considered to be those of the foreign educational institution's country of origin or country of domicile.

 

Following a public assessment procedure, the Board of the AQ Austria has adopted the Decrees pursuant to sections 27a paragraph 2 and 27b paragraph 3, respectively, as well as 27 paragraph 10 HS-QSG in its meeting on the 3 July 2019.

Pursuant to section 27 paragraph 2 HS-QSG, it is not permissible to offer degree programmes that are not comparable to Austrian degree programmes. According to this provision, educational institutions that have not been recognised as post-secondary in the meaning of section 51 paragraph 2 subparagraph 1 UG in their country of origin or country of domicile may not offer degree programmes in Austria.

 

Pursuant to section 36 paragraph 7 HS-QSG as amended, notifications made and certifications issued pursuant to section 27 (in the version of Federal Law Gazette I no. 45/2014) prior to 31 December 2018 remain valid five years from the date of their issue.
