Statements on RPL
ENQA - European Association for Quality Assurance in Higher Education
Recognition of prior learning is an important facilitator for lifelong learning, flexible learning paths and expanding access to higher education. The role of quality assurance agencies in supporting this varies depending on their remit within a higher education system, but it can include reviewing institutional processes for RPL as part of external quality assurance processes, and providing information and training for the higher education community on how to approach RPL.
A European RPL Network can support all organisations that are involved in RPL by providing a forum for the sharing of practices and exchange of information, and more generally by raising the profile and understanding of RPL in the higher education community.
About ENQA
ENQA is the membership association of quality assurance agencies in the European Higher Education Area (EHEA). ENQA's mission is to drive the development of quality assurance in the EHEA by representing agencies internationally, supporting them nationally, and providing them with comprehensive services and networking opportunities. ENQA promotes the enhancement of quality and the development of a quality culture in higher education.
EUA - European University Association
RPL is still one of the neglected commitments of the Bologna Process, despite several Ministerial Communiqués. Most HE systems in Europe either do not allow RPL, or limit it (e.g. only for credits, or only for access). However, RPL has the potential of allowing HEIs to more easily fulfill their societal role as providers of lifelong and more flexible learning, especially considering the spreading relevance of micro-credentials.
A European RPL Network could help foster more attention on and understanding of RPL, by
- enabling professional exchanges and peer-learning on RPL, including good practice and joint exploration of new developments, such as micro-credentials;
- sharing reliable information with the wider sector, including initiatives in countries which are not yet involved;
- potentially encouraging and supporting the development of national RPL initiatives;
- providing a "policy voice" on RPL, also in view of the European policy developments.
About EUA
The European University Association (EUA) represents more than 850 universities and national rectors' conferences in 49 European countries. EUA plays a crucial role in the Bologna Process and in influencing EU policies on higher education, research and innovation. Through continuous interaction with a range of other European and international organisations, EUA ensures that the independent voice of European universities is heard. EUA's work covers RPL from an international policy-perspective, for example in the context of the Bologna Process, and through its scoping work with members, for example through its Trends surveys.

From HEI's perspective, it is crucial that the European RPL-Network will Provide opportunities for HEIs to gain capacity and understanding of the RPL issues. It is Crucial to unify the understanding of the concept, term and methodology to allow professionals conducting those processes and regulators to find common ground. As the European education stakeholder NGO, it is necessary to take a disseminating role, and have materials ready for our members whose ambitions are to boost up the RPL in their remits.

The Recognition of prior learning in the context of such institutions is crucial to attracting students and reducing obstacles in planning the life-long learning journey for learners. In the professional context, it is also linked with the recognition of the qualifications earned through engagement with the world of work.
