RPL in Croatia

In Croatia legal provision for RPL are set within the Croatian Qualifications Framework defining the central element of learning as the learning outcomes. The Law on the Croatian Qualifications Framework defines the terms formal, non-formal and informal learning and stipulates that RPL can be carried out by any authorized entity in accordance with specific regulations. For qualifications of level 6 and higher of the Croatian Qualification framework (tertiary level), it is not possible to use RPL for the acquisition of complete qualifications (diplomas), and higher education institutions are authorized to independently prescribe recognition procedures and criteria for RPL.

 

The National Guidelines for Recognition of Prior Learning in the Higher Education System have been adopted in March 2023. They contain recommendations for HEIs on recognition of competences acquired through non-formal and informal learning for access to higher education, as well as for credits during formal education.

The planned Croatian RPL Network

The Ministry plans is to transform a Working group for Development of RPL at the Ministry of Science and Education into the national network with current members and additional HEIs willing to implement the National Guidelines for Recognition of Prior Learning in the Higher Education System.

Ministry of Science and Education of the Republic of Croatia (coordinating Organisation of the Network)

The Ministry of Science and Education of the Republic of Croatia is a state administration body that, among other things, has jurisdiction over higher education. The Ministry is responsible for implementing laws and creating policies aimed at improving higher education in the Republic of Croatia.

 

As a part of its work, the Ministry of Science and Education encourages higher education institutions to develop their procedures and criteria for RPL. In this regard, the Ministry launched a series of projects whose results provide support and guidance for RPL development within their respective higher education institutions.
